Principal Geotechnical Engineer – David H. Lee, PE, GE

Mr. Lee is the primary management contact with the City, and the person responsible for day-to-day work for all geotechnical services.

Mr. Lee is the founder and Principal Geotechnical Engineer of DHLA, and has over 40 years of experience in the field of Geotechnical Engineering.  His extensive geotechnical design and construction experience includes the new development of residential, commercial and industrial foundations, retaining structures, and public works infrastructure projects including roadways, pipelines, and harbor improvements.  He has performed numerous landslide evaluations and structural assessments of damages due to earthquake, groundwater, and construction defect hazards, serving various clients including insurance companies, law firms, property managers, and public agencies. He has over 20 years of forensic experience and has been deposed as an expert witness between 250 and 300 times, testifying in court over two dozen times. He has authored technical articles pertaining to construction of floor slabs and landslide stabilization, and has served as an officer with local civil engineering professional organizations.  Mr. Lee is the full-time Principal Geotechnical Engineer who will be reviewing all geotechnical matters.

Project Engineer - Karen Geraci, PE, GE

Ms. Geraci has over 10 years of experience as an engineer with a background in engineering geology.  Her specific duties include but are not limited to boring and trench logging and sampling, laboratory testing, construction oversight and observation, slope stability and engineering analysis, geotechnical design of earthwork including buttress stabilization, interpretation and mitigation of geologic/seismic hazards, design of foundations, slabs, and pavements, and structural damage assessments for litigation and insurance claims.  In addition she has been directly responsible for coordinating the activities of staff geologists, engineers, and field technicians during these assignments.  Her experience includes geotechnical investigation and construction phases for a wide variety of private- and public-sector projects in Southern California, including residential and commercial/retail developments, hospitals, schools, and public works infrastructure projects.  Ms. Geraci has been a contributing third party geotechnical reviewer in tandem with a Certified Engineering Geologist for the cities of Rancho Palos Verdes, Laguna Beach, Dana Point and San Juan Capistrano.

Project Engineer – David E. Lee, PE

Mr. Lee has extensive experience as a field engineering and laboratory manager for various geotechnical engineering projects.  His duties have included boring and trench logging and sampling, installation and monitoring of slope inclinometers, groundwater wells, and pore pressure transducers, data reduction and engineering interpretation, laboratory testing, on-site construction observation and field density testing for large-scale mass excavations, retaining structures including tieback anchor and soil nail installations, tilt-up building construction, reservoirs, roadways, and heavy pipeline and utility installation projects.  He is currently certified as a radiation safety officer for use of nuclear gauge testing equipment. Since Mr. Lee is currently enrolled in the California State University Civil Engineering Program he uses the knowledge gained in class in practical application in the field in order to give DHLA the highest level of technical support possible.

Administrative Manager – Sandra Hull

Ms. Hull is DHLA’s administrative manager and is responsible for payroll documentation, invoice receipt, approval and processing, monitoring of timesheets and expense reports, and preparation of the geotechnical portions of project invoices.

Project Coordinator  – JoLynn Tofani

Ms. Tofani is DHLA’s project coordinator and is responsible for maintaining office files, project research, data entry, general office work and production of geotechnical reports.
